The Village of Deposit is an incorporated Village uniquely residing in both the Town of Deposit (Delaware County, NY) and the Town of Sanford (Broome County, NY) in upstate New York.

The Village has its own autonomous government headed by a five member group of lawmakers, known as the Deposit Village Board of Trustees, governed by the Village Mayor.

Elected Officials

Village Mayor (John OConnor)
The Village Mayor is the president of the Village and is elected for a three year term. The Mayor is the chairperson for the meetings. The Mayor presides at all Village meetings and may exercise voting rights. It is the duty of the Mayor to see that the bylaws, rules and ordinances of the village and the provisions are enforced. The Mayor assigns Village appointments and supervises the conduct of the Village officers and departments.

Village Board of Trustees (Kevin McKee, Ronald O’Connell, Dan Strauss, Harry Warner)
The Village Board of Trustees are elected at non-partisan elections for overlapping two year terms. The residents elect two Delaware County and two Broome County Trustees. The Board of Trustees is the legislative body of the Village government and determines all Village policy. The Board approves all Village ordinances and resolutions and adopts the annual Village budget.

Deputy Mayor (Kevin McKee)
The Mayor will appoint one of the Village Trustees as Deputy Mayor to act in his place and stead. The Deputy Mayor will have the powers and perform all the duties of the Mayor if the Mayor is unable to perform his duties.

The Village of Deposit is a community working together toward common goals which include a safe and healthy environment, good quality of life, economic growth and an effective and efficiently run government. Deposit will be a place where our small town atmosphere, historic resources, cultural heritage, rural character and natural environment will be preserved and promoted.

Residents Guide to Meetings

Addressing the Village Board

The Village Mayor is the chairperson for the Village meetings. All audience participation must go through the chairperson. All attendees are required to sign in. Citizens wishing to address the board must indicate this on the sign in sheet. The sign in sheet is held by the Village Clerk. At the end of the Village meeting, the chairperson calls each person who signed who wishes to address the board to speak then asks if there are any additional questions or comments.

Village Ordinances

Below is a listing of some frequently asked about Village Ordinances. For a complete list, including codes, liability and penalties for offenses, please reference to the official Code Book for the Village of Deposit housed at the Clerk’s Office.

Brush, Grass and Weeds:

No landowner shall maintain grass at a height greater than six inches. If violated and after 72 hours after notification, grass will be removed by the Village of Deposit and a removal fee of $75.00 per hour will be assessed per violation.

Snow and Ice:

The owner or occupant of every property in the Village of Deposit is required to keep and maintain the sidewalks adjoining their premises in a safe, passable condition free from snow, ice, dirt, filth and other obstructions. Snow and ice must be removed 24 hours after snowfall.

The Village may clear such sidewalks of snow and ice without notice if they are not cleared by the owner or occupant within 24 hours of snowfall and assess a $75.00 per hour removal fee per violation.

Winter Parking

No person shall leave or permit to remain parked any motor vehicle, wagon, truck or other vehicle on any state, town, county or village road in the Village of Deposit from 1:00am to 3:00 am each day during the period from November 1st to April 1st.

Dog Control

Dogs running at large prohibited: All dogs within the corporate limits of the Village of Deposit while on highways or sidewalks shall be controlled by harness or tether fastening and no person owning, harboring or having the care, control or charge or any dog shall allow, suffer or permit such dog, whether in the custody of any person or not to run at large within the corporate limits of the Village of Deposit.

Barking and howling dogs: No person shall have or keep, or permit to be kept, on any premises owned and occupied in whole or in part by him within the corporate limits of the Village of Deposit, any dog which by its howling, barking or whining shall disturb the neighborhood.

Other Animals

Intent— The Village Board of the Village of Deposit recognizes the suburban nature of the Village and that no part thereof is suitable for the maintenance of wild animals or poultry. The Board is mindful of both the safety and welfare of the residents of the Village and the interest of preventing cruelty to such animals, the creation of hazard by their presence and the noise generated from their presence.

Definitions— As used in this article, the following terms shall have the meaning indicated:

PoultryIncludes chickens, ducks, geese, turkeys and other poultry and domestic birds used for food purposes, and shall include pigeons.

Wild Animals An animal of any species which in its natural habitat is wild, dangerous or ferocious, including any such animal which may have been trained and domesticated. Wild animals shall include but not be limited to the following: all members of the dog family, except domestic dogs; all members of the cat family, except domestic cats; all predator birds, such as eagles, hawks, falcons and owls; all venomous snakes or constricting snakes; all venomous lizards, snapping turtles; alligators; iguanas.
